Israël s’est glissé dans l’Union Européenne … (OTAN-Israël) FR / EN
La mort de cinq soldats israéliens dans un accident d’hélicoptère en Roumanie cette semaine à peine fait les gros titres.
Il y avait un exercice OTAN-Israël.
Bon, d’accord. Maintenant, imaginez la mort de 5 combattants du Hamas dans un accident d’hélicoptère en Roumanie cette semaine. Nous serions encore en train d’enquêter sur ce phénomène extraordinaire.
Maintenant, voyez-vous, je ne compare pas Israël et le Hamas. Israël est le pays qui a massacré en toute légitimé plus de 1.300 Palestiniens dans la bande de Gaza il y a 19 mois – dont plus 300 étaient des enfants – alors que les vicieux, suceurs de sang et terroristes membres du Hamas ont tué 13 Israéliens (dont trois d’entre eux s’étaient entretués par erreur).
Mais il y a un parallèle. Le juge Richard Goldstone, l’éminent juge juif sud-africain, a statué dans son rapport d’enquête de l’ONU de 575 pages sur le bain de sang à Gaza que les deux parties avaient commis des crimes de guerre – il fut, bien sûr, à juste titre, traité de «Méchant» par toutes sortes de supporters d’Israël aux Etats-Unis, à juste titre outrés ; son excellent rapport a été rejeté par sept gouvernements de l’UE – et donc une question se pose : Que fait l’OTAN quand il joue à des jeux de guerre avec une armée accusée de crimes de guerre?
Ou, plus précisément, que fait l’Union Européenne quand elle essaie de se mettre dans les petits papiers des Israéliens?
Dans un livre remarquablement détaillé – si ce n’est légèrement exaspéré – qui paraîtra en Novembre, l’infatigable David Cronin présentera une analyse au microscope de «nos» relations avec Israël. Je viens de terminer la lecture du manuscrit. Cela me laisse sans voix.
Comme il le dit dans sa préface, «Israël a développé des liens politiques et économiques tellement forts avec l’Union Européenne au cours des dix dernières années qu’il est devenu presque un État membre de l’Union sans le dire.”
En effet, c’était Javier Solana, le sordide chef de la politique étrangère de l’UE (anciennement secrétaire général de l’OTAN), qui a effectivement déclaré l’an dernier qu’«Israël, permettez-moi de le dire, est un membre de l’Union Européenne sans être membre de l’institution “.
Pardon? Etions-nous au courant? Avons-nous voté pour cela? Qui a autorisé que cela se produise?
Est-ce que David Cameron – qui soutient maintenant avec tant de force l’entrée de la Turquie dans l’UE – est d’accord avec cela? Probablement que oui, car il a continué à se déclarer lui-même être un ami “d’Israël” après que ce pays ait fabriqué une excellente série de faux passeports britanniques pour ses meurtriers à Dubaï.
Comme le dit Cronin, “la lâcheté de l’UE envers Israël est à l’opposé de ses positions fermes prises lorsque des atrocités majeures se sont produites dans d’autres conflits”.
Par exemple, après la guerre russo-géorgienne en 2008, l’Union européenne a nommé une mission indépendante pour savoir si le droit international avait été bafoué, et a exigé une enquête internationale sur les violations des droits de l’homme après la guerre au Sri Lanka contre les Tigres tamouls.
Cronin n’esquive pas la responsabilité de l’Europe dans l’Holocauste juif et accepte qu’il y aura toujours un “devoir moral” pour nos gouvernements afin de s’assurer que cela ne se reproduise jamais – même si j’ai remarqué que Cameron avait oublié de mentionner l’Holocauste arménien en 1915 quand il a fait de la lèche aux Turcs cette semaine.
Mais ce n’est pas le sujet. En 1999, les ventes d’armes Britanniques à Israël – un pays qui occupe la Cisjordanie (et aussi Gaza) et qui construit des colonies illégales pour les Juifs et seulement pour les Juifs sur une terre arabe – s’élevaient à 11,5 millions de Livres; et en deux ans, cela avait presque doublé et s’élevait à 22,5 millions de livres. Cela comprenait des armes légères, des kits de grenades prêtes à monter et des équipements pour avions de combat et des chars.
Il y a eu quelques refus après qu’Israël ait utilisé des chars Centurion modifiés contre les Palestiniens en 2002, mais en 2006, l’année où Israël a massacré encore 1.300 Libanais, presque tous des civils, dans une autre croisade contre le « terrorisme mondial » du Hezbollah, la Grande-Bretagne lui a accordé plus de 200 licences d’exportation d’armes.
Bien sûr, certains équipements Britanniques vont en Israël via les États-Unis. En 2002, la Grande-Bretagne a donné un “affichage tête-haute» fabriqué par BAE Systems pour Lockheed Martin qui a été rapidement installé dans les chasseurs-bombardiers F-16 destinés à Israël. L’UE ne s’y est pas opposée. Il faut ajouter que la même année, les Britanniques ont accepté de former 13 membres de l’armée israélienne.
A l’époque de la guerre du Liban en 2006, des avions américains transportant des armes pour Israël ont été ravitaillés en carburant dans les aéroports britanniques (et, hélas, aussi dans des aéroports irlandais).
Au cours des trois premiers mois de 2008, nous avons encore accordé des licences d’exportation d’armes à Israël pour un montant de 20 millions de Livres – juste à temps pour l’attaque d’Israël contre Gaza. Les hélicoptères Apache utilisés contre les Palestiniens, dit Cronin, comportent des pièces fabriquées par SPS Aerostructures à Nottinghamshire, Smiths Industries à Cheltenham, Page Aerospace dans le Middlesex et Meggit Avionics dans le Hampshire.
Dois-je continuer? Cela dit en passant, Israël a été félicité pour son aide “logistique” à l’OTAN en Afghanistan – où nous tuons chaque année bien plus d’Afghans que les Israéliens tuent des Palestiniens en général – ce qui n’est pas surprenant puisque le patron de l’armée israélienne Gabi Ashkenazi s’est rendu au siège de l’OTAN à Bruxelles pour plaider en faveur d’un rapprochement avec l’OTAN.
Et Cronin explique de façon convaincante un arrangement financier en “Palestine” extraordinaire – presque tellement beau que c’en est dégoutant. Les millions de livres de fonds de l’UE destinés à des projets dans la bande de Gaza. Ils sont régulièrement détruits par des armes israéliennes fabriquées aux Etats-Unis. Donc, ça fonctionne comme ça. Les contribuables européens casquent pour les projets. Les contribuables américains casquent pour les armes dont Israël se sert pour leur destruction. Ensuite, les contribuables de l’Union Européenne casquent pour tout reconstruire. Et puis, les contribuables américains …
Voilà, vous avez compris. A propos, Israël a déjà un “programme de coopération particulier” avec l’OTAN, ce qui permet à Israël de faire partie des réseaux informatiques de l’OTAN.
Tout compte fait, il est bon d’avoir de notre côté un solide allié comme Israël, même si son armée est une canaille et que certains de ses hommes sont criminels de guerre. Alors à ce point, pourquoi ne pas demander aussi au Hezbollah de se joindre à l’OTAN : imaginez comment ses tactiques de guérilla seraient bénéfiques à nos gars dans le Helmand.
Et puisque les hélicoptères Apache israéliens tuent souvent des civils libanais – par exemple, une ambulance transportant des femmes et des enfants a été détruite en 1996, par un missile air-sol Hellfire AGM 114C de Boeing – espérons que les Libanais peuvent toujours saluer amicalement les gens du comté de Nottingham, du Middlesex, du New Hampshire et, bien sûr, de Cheltenham.

Robert Fisk: Israel has crept into the EU without anyone noticing
The death of five Israeli servicemen in a helicopter crash in Romania this week raised scarcely a headline.
There was a Nato-Israeli exercise in progress. Well, that’s OK then. Now imagine the death of five Hamas fighters in a helicopter crash in Romania this week. We’d still be investigating this extraordinary phenomenon. Now mark you, I’m not comparing Israel and Hamas. Israel is the country that justifiably slaughtered more than 1,300 Palestinians in Gaza 19 months ago – more than 300 of them children – while the vicious, blood-sucking and terrorist Hamas killed 13 Israelis (three of them soldiers who actually shot each other by mistake).
But there is one parallel. Judge Richard Goldstone, the eminent Jewish South African judge, decided in his 575-page UN inquiry into the Gaza bloodbath that both sides had committed war crimes – he was, of course, quite rightly called “evil” by all kinds of justifiably outraged supporters of Israel in the US, his excellent report rejected by seven EU governments – and so a question presents itself. What is Nato doing when it plays war games with an army accused of war crimes?
Or, more to the point, what on earth is the EU doing when it cosies up to the Israelis? In a remarkable, detailed – if slightly over-infuriated – book to be published in November, the indefatigable David Cronin is going to present a microscopic analysis of “our” relations with Israel. I have just finished reading the manuscript. It leaves me breathless. As he says in his preface, “Israel has developed such strong political and economic ties to the EU over the past decade that it has become a member state of the union in all but name.” Indeed, it was Javier Solana, the grubby top dog of the EU’s foreign policy (formerly Nato secretary general), who actually said last year that “Israel, allow me to say, is a member of the European Union without being a member of the institution”.
Pardon me? Did we know this? Did we vote for this? Who allowed this to happen? Does David Cameron – now so forcefully marketing Turkish entry to the EU – agree with this? Probably yes, since he goes on calling himself a “friend of Israel” after that country produced an excellent set of forged British passports for its murderers in Dubai. As Cronin says, “the EU’s cowardice towards Israel is in stark contrast to the robust position it has taken when major atrocities have occurred in other conflicts”. After the Russia-Georgia war in 2008, for example, the EU tasked an independent mission to find out if international law had been flouted, and demanded an international inquiry into human rights abuses after Sri Lanka’s war against the Tamil Tigers. Cronin does not duck Europe’s responsibility for the Jewish Holocaust and agrees that there will always be a “moral duty” on our governments to ensure it never happens again – though I did notice that Cameron forgot to mention the 1915 Armenian Holocaust when he was sucking up to the Turks this week.
But that’s not quite the point. In 1999, Britain’s arms sales to Israel – a country occupying the West Bank (and Gaza, too) and building illegal colonies for Jews and Jews only on Arab land – were worth £11.5m; within two years, this had almost doubled to £22.5m. This included small arms, grenade-making kits and equipment for fighter jets and tanks. There were a few refusals after Israel used modified Centurion tanks against the Palestinians in 2002, but in 2006, the year in which Israel slaughtered another 1,300 Lebanese, almost all of them civilians, in another crusade against Hizbollah’s “world terror”, Britain granted over 200 weapons licences.
Some British equipment, of course, heads for Israel via the US. In 2002, Britain gave “head-up displays” manufactured by BAE Systems for Lockheed Martin which promptly installed them in F-16 fighter-bombers destined for Israel. The EU did not object. In the same year, it should be added, the British admitted to training 13 members of the Israeli military. US planes transporting weapons to Israel at the time of the 2006 Lebanon war were refuelled at British airports (and, alas, it appears at Irish airports too). In the first three months of 2008, we gave licenses for another £20m of weapons for Israel – just in time for Israel’s onslaught on Gaza. Apache helicopters used against Palestinians, says Cronin, contain parts made by SPS Aerostructures in Nottinghamshire, Smiths Industries in Cheltenham, Page Aerospace in Middlesex and Meggit Avionics in Hampshire.
Need I go on? Israel, by the way, has been praised for its “logistics” help to Nato in Afghanistan – where we are annually killing even more Afghans than the Israelis usually kill Palestinians – which is not surprising since Israel military boss Gabi Ashkenazi has visited Nato headquarters in Brussels to argue for closer ties with Nato. And Cronin convincingly argues an extraordinary – almost obscenely beautiful – financial arrangement in “Palestine”. The EU funds millions of pounds’ worth of projects in Gaza. These are regularly destroyed by Israel’s American-made weaponry. So it goes like this. European taxpayers fork out for the projects. US taxpayers fork out for the weapons which Israel uses to destroy them. Then EU taxpayers fork out for the whole lot to be rebuilt. And then US taxpayers… Well, you’ve got the point. Israel, by the way, already has an “individual co-operation programme” with Nato, locking Israel into Nato’s computer networks.
All in all, it’s good to have such a stout ally as Israel on our side, even if its army is a rabble and some of its men war criminals. Come to that, why don’t we ask Hizbollah to join Nato as well – just imagine how its guerrilla tactics would benefit our chaps in Helmand. And since Israel’s Apache helicopters often kill Lebanese civilians – a whole ambulance of women and children in 1996, for example, blown to pieces by a Boeing Hellfire AGM 114C air-to-ground missile – let’s hope the Lebanese can still send a friendly greeting to the people of Nottinghamshire, Middlesex, Hampshire and, of course, Cheltenham.
